With reference to your letter of the 24th of September,

enclosing a copy of a telegram from the Governor of Hong Kong

proposing certain increases in the rates of postage in Hong Kong

as from the 12th of October, I am directed by the Postmaster

General to say, for the information of the Secretary of State for

the Colonies, that he has no observations to offer regarding

the proposed rates. I am, however, to say that in accordance

with the provisions of Article 105, § 1, of the Detailed

Regulations of the Cairo Convention, any alterations of the

equivalents of the international postage rates laid down by the

Postal Union Convention can only enter into force on the first

day of a month and at the soonest fifteen days after their

notification by the International Bureau of the Universal Postal
